Either is plausible. One requires more competence than the other. That’s how I lean, as I expect bad decisions and cost cutting to get a product out and make the investors happy from the corporate world. A high level conspiracy to make it look like that… sure it could happen, and wouldn’t doubt government is trying to take advantage of things to do some dirty stuff. But as a planned curtain or smoke screen? This is the US government, and it’s under and been gutted by one of the worst admins ever.
