It’s a simple reality that impeaching Trump and removing him from office requires a 2/3 majority of both houses of Congress to vote for to achieve. Without that, the answer is no, he’s not going to be impeached and removed from office. Dems will likely stand in solidarity to push that through, but unless the midterms go in a wildly unlikely direction that’s not going to be enough to get the 2/3 of both houses, which means you are going to need GOP to break ranks, which is varying degrees of unlikely.
Dems released this report now so it would be fresh in minds for the midterms, because that’s the most impact it’s likely to have while Trump is still in office and they are wildly unlikely to be able to get him out without GOP growing a spine and turning against MAGA (which they won’t do because it hurts their reelection odds).

He technically has that power. And if the midterms don’t go his way Congress has the power to refuse to do anything he does want. He’s not patient enough to play that game without doing something that might make even Senate GOP turn on him. But not until after 12:01PM Jan 20, 2027, that way it doesn’t count as a Vance term.
