I would start by asking Congress to severely limit my executive order power. When they refuse, because that would be them doing their jobs, I would start making orders removing them from office for not doing their jobs. I’m sure things will pick up pretty quickly then, but I still have some time.

Probably talk to the governors of states to do it via amendment, just to really solidify it. Full wording and scope to be determined, but limiting power is the goal.

Then I would urge the DOJ to get the 1929 law that limits Congress size nullified, and figure out how to let Congress people work from home more often.
